Hurting John Kerry Laments Losses In Leadership

By Hillary Chabot  |   November 4, 2010  |  www.bostonherald.com

The Bay State's Democratic congressional delegation may have bucked a national anti-incumbent trend and won their re-election battles — but some are wondering if they lost the war, as they will return to Capitol Hill stripped of their clout-wielding chairmanships.

Republicans gained a majority in the U.S. House of Representatives on Election Day, meaning in January, local Democrats will lose their powerful titles.

"It hurts," said U.S. Sen. John F. Kerry (D-Boston) yesterday even as he lauded local Democrats for getting re-elected. "When you're not chairman of major committees, you've lost clout. The fact is while we maintain seniority ... we're not going to have quite the same ability that we did before in this state."

The delegation will lose major chairmanships, including:

·         Barney Frank's chair on the influential Financial Services committee.

·         Frank's and Edward J. Markey's chairs on the energy and the environment committee.

·         John F. Tierney's chair of the subcommittee on National Security and foreign affairs.

·         John Olver (D-Amherst)'s chair of the subcommittee on transportation, housing, and urban development.

·         Jim McGovern's chair of the subcommittee on rules and organization of the House.

·         Steven F. Lynch's chair of the subcommittee on the federal workforce.

The delegation will also lose the pull that comes with having a friendly relationship with the speaker of the House, when Nancy Pelosi is shunted aside and House Minority Leader John Boehner (R-Ohio) takes over.

"It hasn't started off well," said U.S. Rep. Michael Capuano (D-Somerville), who had a close relationship with Pelosi and served on her ethics task force committee. "Boehner is saying he doesn't want to cooperate with the Democrats at all. That's a bad sign."

But Capuano said members have survived being in the minority before.

"Of course we'll have less influence, but we did well as a minority in the past," he said. "This time, we also have a Democrat in the White House and I think that bodes well for us."
